Sample MEP and solar review report

This is the kind of report you receive from a scoped document review: each finding has a source reference, the issue and the action needed.

Everything in this sample is fictional. The project, drawings, figures and findings do not come from a client project. A review is not a certification of compliance, and it is not legal advice. Actual checks and outputs depend on the appointment.

1. Project and documents

ProjectFictional food packaging factory, 6,000 m²
LocationFictional site near Nairobi, Kenya, at about 1,800 m
StageBefore MEP tender and before signing a solar contract
Disciplines reviewedElectrical, mechanical, plumbing, fire and solar
Load dataHighest recorded demand in the past 12 months: 620 kW
Solar proposal900 kWp rooftop system from an installer
Standby power750 kVA generator

Documents reviewed

ElectricalE-01 single-line diagram, E-05 generator schedule, BOQ section 4
MechanicalM-C1 cooling calculation, M-02 equipment schedule
PlumbingP-02 water supply layout
FireF-01 fire services layout, BOQ section 6
SolarInstaller proposal P-01 to P-05
Other disciplinesA-01 architecture, S-05 roof structure, C-03 site services

2. Summary

We recorded 12 findings. The solar size and savings claim should be settled before signing, because they affect the investment case. The generator, outage interface, fire water and cooling basis should be settled before tender, so that bidders price the same scope.

  • 6 Resolve before tender or signing
  • 5 Resolve before contract award
  • 1 Tidy up in the next issue

3. Issue register

The half-unit credit in S-02 illustrates the energy-credit rule in EPRA's published 2024 regulations. It is not a tariff or payback forecast. Your local team confirms the current agreement and applicable bill components.

No.PriorityReferenceObservationAction to resolve
S-01HighProposal P-02 / load dataThe proposal quotes 900 kWp of modules and records 620 kW maximum demand, but does not reconcile module DC capacity, inverter AC output and the installed capacity accepted by the licensee. These headline figures alone do not establish eligibility.Resolve the size basis. Ask the registered engineer and licensee how installed capacity is measured for this site.
S-02HighSavings model P-05The model counts all 1,300,000 kWh as full-rate energy offset, although 18% is exported. With an illustrative half-unit credit, 234,000 exported kWh becomes 117,000 credited kWh. Adding 1,066,000 kWh used on site gives 1,183,000 kWh of energy offset: 9% below the original figure, before expiry or other bill components.Re-run the model for self-use, net metering and no-export cases.
E-01HighGenerator schedule E-05The 750 kVA rating is stated at standard conditions, with no output stated for a site at about 1,800 m.Get the site-rated output from the supplier and recheck the essential load.
E-02HighSingle-line E-01 / proposal P-04No interlock or protection is shown between solar, grid and generator during an outage.Define the interface and who designs, supplies and tests it.
F-01HighFire F-01 / civil C-03The fire water tank is 300 m³ on the fire layout and 250 m³ on the site services drawing.Confirm the required capacity from the fire design basis, then coordinate both drawings.
M-01HighCooling calculation M-C1The calculation does not state its outdoor design conditions or site altitude.Record the agreed conditions and confirm whether the selections change.
S-03MediumProposal P-03 / structure S-05The proposal assumes the roof can carry the modules, but S-05 shows no allowance for them.Get the structural engineer's written confirmation before fixing the layout.
E-03MediumSingle-line E-01 / BOQ section 4The automatic transfer switch on the single-line diagram has no matching BOQ item.Add the item or confirm which package includes it.
F-02MediumFire F-01 / BOQ section 6The pump room valves and test line are drawn but not itemised.Add the items or confirm the package boundary.
M-02MediumEquipment schedule M-02 / specificationEquipment is scheduled, but no one is named as responsible for controls and their interfaces.Agree the controls scope before comparing bids.
P-01MediumPlumbing P-02 / structure S-05The roof tank shown on the plumbing layout does not appear on the structural drawing.Confirm the tank location and the structural allowance.
G-01LowDrawing register / BOQ coverThe register lists revision B for the electrical drawings, while the BOQ refers to revision A.Issue the BOQ against the current revision.

4. Questions for your registered engineer

  • Does the net metering limit apply to module capacity, inverter capacity or another measure on this site?
  • Is a separate route needed if the owner wants more than the limit allows?
  • Which standards and editions form the design basis for each discipline?
  • Which approvals need these drawings, and at what stage?

5. What this review did not cover

  • Site inspection or measurement.
  • Quantity remeasurement, pricing or redesign.
  • Certification, signing or authority submissions.
  • Confirmation of local legal requirements, which stays with the registered local team.

Start with one package

Send one proposal, one discipline or one drawing set as a paid pilot. We agree the documents, outputs, fee and deadline before work starts.

Discuss your East Africa project scope

Tell us what needs designing, checking or coordinating. We confirm suitability, inputs, deliverables, fee and programme before engineering starts.

In East Africa we work only as a remote MEP and solar design consultant. We do not take supply, installation, site execution or contracting work.

What do you need?

Please mention the country, documents you have and whether a registered engineer is appointed.
