How to select an industrial HVAC contractor — heat load, plant, air side, commissioning

HVAC is the most expensive service in most buildings and the one whose failures are quietest: a plant that cools but never performs, a cleanroom that never validates, a bill that never falls. Select on the calculation, the coordination and the commissioning — the equipment follows from those.

What to check

  • Heat-load calculations the contractor has produced — room by room, from drawings and occupancy, not from a square-foot ratio
  • Plant of your type on a completed project — chilled water, VRF, process ventilation or cleanroom — with the TAB report to prove it performed
  • Ductwork fabrication — in-house or subcontracted, and to what construction class
  • Controls capability — who writes the sequence of operation and integrates the BMS
  • Cleanroom validation experience, where classification applies

Documents to request

  • A heat-load calculation and a design basis report from a comparable project
  • A TAB (testing, adjusting and balancing) report from a recent handover
  • Equipment selections with make and model for chillers, AHUs and fans
  • Cleanroom validation report where relevant
  • Registrations and licences as for any MEP contractor

Technical questions to ask

  • What design conditions and occupancy will the heat load use, and can we see the calculation?
  • Why this plant type for this load profile — chilled water, VRF or ductable — and what are the alternatives?
  • How will you coordinate duct routes against cable trays, sprinkler mains and beams before fabrication?
  • What fresh air, exhaust and pressurisation does the code require here, and where is it in the scheme?
  • What insulation thickness on chilled-water pipe and ducts, and against what condensation basis?
  • What is the sequence of operation, and who supplies and integrates the BMS?

Commercial questions to ask

  • Are TAB and commissioning priced as their own line items?
  • Is ductwork measured in square metres of sheet from drawings, or estimated from floor area?
  • What is the make list, and is it fixed in the contract?
  • Where does the HVAC contractor's electrical scope stop, and who brings power to each item?
  • How are chiller and AHU lead times reflected in the programme and the payment schedule?

Hidden scope gaps to look for

  • TAB and commissioning absent — the most common omission in a mechanical quotation
  • Insulation thickness unstated, then thinned on site
  • Fire dampers at compartment crossings not counted
  • BMS and controls "by others"
  • Water treatment and chemical dosing for the chilled-water and condenser circuits not priced
  • Plant-room builder's work, roof supports and core cutting left to the civil contractor

Commissioning documentation to insist on

  • Duct leakage test records by section
  • Hydrostatic test certificates for pipework
  • Air balancing at every terminal and water balancing at every coil, against design values
  • Controls point-to-point check and the sequence of operation as commissioned
  • Plant commissioning report with OEM attendance
  • Cleanroom validation — filter integrity, particle counts, pressure differentials — where relevant
  • As-built duct and pipe drawings, O&M manuals, filter schedule

Warranty and AMC terms to review

  • Compressor and chiller warranties assigned to the client
  • An AMC with filter, coil, refrigerant, belt and water-treatment schedules by asset
  • Re-balancing after any change of use included in the AMC or priced separately

Safety and compliance issues that matter

  • NBC 2016 Part 8 for ventilation and air-conditioning; Part 4 for fire dampers and pressurisation
  • ECBC 2017 where the state has notified it
  • Refrigerant handling and recovery practice
  • ISO 14644 and GMP requirements for classified areas

Questions buyers ask

How do I know an HVAC quotation is undersized or oversized?

Ask for the heat-load calculation behind it. A quotation priced from a square-foot ratio has no calculation to show. Compare the TR against a first estimate from the building's area, occupancy and climate, and question a figure far outside it — in either direction; oversizing costs capital and part-load efficiency, undersizing costs the building.

What should be included in HVAC commissioning?

Duct leakage and pipe pressure tests, air balancing at every terminal and water balancing at every coil against the design values, controls point-to-point checks, plant commissioning with the manufacturer present, and — where the building has them — the integrated tests of fire dampers, pressurisation and shutdowns with the fire alarm. All recorded, with values.
