EV charging electricity tariffs in Punjab, Delhi and UP: budget the full bill

7 November 2026 · 7 min read · by

Closed energy-meter enclosure and plain billing worksheets overlooking commercial charging bays.

An EV tariff is a supply category with conditions, not a universal price per charging session. First identify the meter holder, distribution licensee, voltage and permitted use. Then separate the electricity supply bill from the driver's charging price, which can include operating and service charges.

The table records base energy rates found in official sources checked on 7 November 2026. It is not an all-in bill or a statement that a factory's existing connection automatically qualifies. Use the utility's written category confirmation and current billing-period adjustments for a proposal.

Official rate schedules: keep the unit attached to the number

Jurisdiction and sourceVerified base energy scheduleApplicability and additions to check
Punjab / PSPCL, FY 2026–27, Annexure II, SV.3.5, printed p260EV charging stations: ₹5.00/kVAh; fixed-charge column marked NA.Confirm EV category and meter; FPPAS is additional under the schedule notes. Check general conditions, ToD applicability, duty/cess and current circulars.
Delhi / DERC, FY 2021–22 schedule, item 10, p5LT: ₹4.50/kWh; HT: ₹4.00/kVAh; fixed-charge column shows a dash. For the specified EV/single-point/battery-swapping category. BRPL's current tariff page still links this schedule. Current surcharges, PPAC, tax and ToD treatment require the serving licensee's bill/order.
UP state DISCOMs, FY 2026–27 order, LMV-11, pp439–440Public charging / specified LMV-11(3) uses: LT ₹7.70/kWh; HT ₹7.30/kWh. Demand-charge column shows a dash.20% energy-charge rebate at 09:00–16:00 for LMV-11(3); connection charges and excess-demand provisions remain.
Greater Noida / NPCL, FY 2026–27 order, LMV-11, pp381–382Specified public-charging category: LT ₹7.70/kWh; HT ₹7.30/kWh; same 20% 09:00–16:00 rebate in that schedule.Use NPCL's order within its licensed area. Do not substitute another UP licensee's document in an application.

Both cited UP schedules distinguish common-use charging in multistoried buildings, with separate-connection rates of ₹6.20/kWh LT and ₹5.90/kWh HT, from public charging. They also address specified consumers charging their own EVs on existing connections. Determine which provision describes your operation; “EV” in a requirement does not settle the category.

Delhi's older schedule date needs context: BRPL's currently applicable tariff page links FY 2021–22, and DERC's 31 December 2025 true-up preface says those true-up orders do not themselves change current tariffs. This is evidence for the base schedule, not a reason to ignore later billing adjustments. Check the current DERC register at quotation and energisation.

kWh and kVAh are not interchangeable

kWh measures real energy. kVAh measures apparent energy and depends on power factor over the billing period. For a simplified constant-power-factor illustration, 1,000 kWh at 0.95 power factor corresponds to approximately 1,052.6 kVAh. At ₹5/kVAh, that energy component would be ₹5,263, before other charges. The actual meter and tariff rules determine billing; do not convert every bill using one instantaneous power-factor reading.

Worked example: public charging in the cited UP LT category

Assume a month delivers 9,000 kWh to vehicles, with 90% overall efficiency from the supply meter to delivered energy. Grid input is 9,000 ÷ 0.90 = 10,000 kWh. Suppose 40% of that input occurs during the qualifying solar hours and 60% outside them. These are illustrative operating assumptions, not SEPL project results.

  • Solar-hour base rate: ₹7.70 × 0.80 = ₹6.16/kWh.
  • Solar-hour energy component: 4,000 × ₹6.16 = ₹24,640.
  • Other-hour energy component: 6,000 × ₹7.70 = ₹46,200.
  • Total base energy component: ₹70,840, or ₹7.87 per delivered kWh.

This excludes applicable adjustments, taxes, penalties, connectivity, maintenance, software, rent and financing. It also excludes separate auxiliary consumption unless included in the assumed efficiency. At 85% efficiency with the same time split, the base energy cost becomes approximately ₹8.33 per delivered kWh. Holding efficiency at 90% but moving all charging outside solar hours raises it to approximately ₹8.56. Schedule and losses therefore matter even before commercial overhead.

Ask for a complete monthly bill model

Record energy by time band, billing unit, demand/fixed charges where applicable, contract-demand excess, power-purchase adjustments, duty/cess, taxes and deposits. Add operating costs separately and show who pays them under a CPO agreement. A tariff with no fixed charge does not make the installation free from connection costs or overdraw consequences.

Do not apply Delhi rates to Noida or Gurugram, or Punjab rates to Chandigarh. Bring an actual recent bill and connection proposal to the EV infrastructure assessment. The engineering and commercial model should agree on the same meter boundary.
