Fire NOC Renewal for a Factory: Timelines, Documents and Why Renewals Fail
A factory Fire NOC is renewed by applying to the state fire authority before the certificate expires, attaching the existing certificate and proof that the fire systems are installed, tested and maintained. Validity differs by state: Delhi publishes three years for non-residential buildings and asks for renewal six months ahead, while several states state no period on the pages we read. Take the date from your own certificate.
How long is a factory Fire NOC valid, and when must you renew?
Fire law is a state subject, so there is no national validity period. The table shows what the official pages we could read actually say. Where a figure is blank, the authority's site did not publish one on the pages we read, and the certificate itself is the only reliable source.
| State or territory | Validity as published | When to apply | Route |
|---|---|---|---|
| Delhi | 3 years for non-residential buildings (Delhi Fire Service FAQs; a 2026 industrial certificate says the same) | At least six months before expiry; a yearly declaration in Form K | DFS renewal portal |
| Punjab | Set by rules under the Punjab Fire and Emergency Service Act, 2024; reported 2025 rules tier it by risk | Before expiry, on the state portal | firenoc.lgpunjab.gov.in |
| Haryana | Set under the Fire and Emergency Services Act, 2022; the certificate states its expiry | Before expiry; ask about auditor-based renewal | DULB online services, fire login |
| Uttar Pradesh | Not published on the pages we read | Check the certificate | Fire service portal; Nivesh Mitra for industry |
| Himachal Pradesh | Not stated in the checklist | Renewal uses the same application with the previous NOC attached | Single window or department site |
| Rajasthan | Not stated in the manual | Choose "Renew", enter existing NOC number | Raj Nivesh single window |
| Uttarakhand | Not stated on the listing | An "annual clearance certificate" service is listed under renewal | Invest Uttarakhand single window |
Two cautions. Punjab's 2025 validity rules are described to us only through secondary reports (roughly five years for low-risk, three for medium and one for high-risk premises), so confirm your category on the portal. And the Delhi position has one inconsistency worth knowing: the FAQ page cites Rule 35 and Form I for renewal, while a 2026 certificate cites Rule 36, Rule 37 and Form J. Use the form your own certificate names.
What documents does a renewal need?
The lists below come from the official pages we could read; yours may add items. In every case, the existing certificate comes first.
- Existing certificate or NOC, with its number. Delhi's renewal portal asks for the previous certificate and the applicant's PAN, identity and address proof.
- Test evidence for portable extinguishers. Himachal Pradesh asks for explosive certificates for CO2 extinguishers, hydraulic pressure test reports, proof of manufacturing year and a schedule showing location, refilling date and serial number.
- Declaration of changes. Delhi's portal tells applicants to visit a fire office if the building has had additions or alterations.
- Self-declaration and fee, as the portal requires. Fees are state-specific and some pages did not publish them.
Beyond the formal list, keep the maintenance file ready: AMC reports, pump run logs, hydrant and sprinkler test records, alarm test registers, mock-drill records and training attendance. Inspectors ask for them even when the form does not. Our Fire NOC calculator lists commonly requested documents and flags that each authority sets its own.
What happens at the renewal inspection?
Expect a fire officer to verify the systems on site against the certificate. Delhi's certificate states the conditions plainly: escape routes free of obstruction, employees acquainted with fire equipment and evacuation, equipment maintained in working order, and any deviation in construction, ventilation, occupancy or electrical installation verified with the concerned authorities. Himachal Pradesh's checklist says inspection follows the application and a report goes up the chain before the Chief Fire Officer approves or rejects.
The practical rule: test everything the week before the officer arrives. Start the fire pumps on auto, check the jockey pump cut-in, flush a hydrant to read pressure at the remotest point, trip the alarm panel from a detector, and walk every exit. Items found failing at your own test are cheap; found by the officer, they restart the clock.
Why do renewals fail?
- Lapsed maintenance records. Systems work, but nothing proves it. See how AMC neglect surfaces at renewal and in insurance.
- Extinguishers out of test. Hydraulic test dates and refilling records are expired, or the manufacturing year cannot be proven.
- Undeclared change. New lines, storage or a mezzanine added since the last certificate. The building is reassessed for what it is now; read about change of use and expansion triggers.
- Blocked or locked exits. Stock, collapsible gates or door hardware in an escape route.
- Late filing. Delhi asks for renewal six months before expiry. A certificate that has lapsed is a harder case than one renewed on time.
- Pump or tank defects. Fire water volume reduced by other uses, or a pump that fails to auto-start.
What is a sensible working timetable?
This is our suggested sequence for planning, not an authority timeline. Work backwards from the expiry date on the certificate, or from the earliest filing date your state sets.
- Six months out: locate the certificate, note the form and portal named on it, and book a gap check of the systems.
- Five months out: compare the building with the last approved drawings, and list every addition, change of use and storage change since.
- Four months out: repair and retest. Service extinguishers, test pumps and tanks, rectify detection faults, clear exits, and bring the AMC records up to date.
- Three months out: file the application with the evidence pack, and keep the acknowledgement or reference number.
- After filing: answer objections within the portal's period and keep the inspection date free for someone who knows the systems.
How long does a renewal take?
Only some authorities publish a service timeline. Himachal Pradesh's checklist states 30 days under its Public Service Guarantee Act and says no fee is charged. Delhi, Haryana, Punjab and Uttar Pradesh did not publish a renewal timeline on the pages we read. Plan on the authority's schedule plus a margin for objections: file early, and do not rely on a fixed number of days.
How Secured Engineers helps

Frequently asked
How early should I apply to renew a factory Fire NOC?
Delhi's Fire Service asks for renewal at least six months before expiry. Other states publish no single lead time on the pages we read, so work from the date on your certificate and start two to three months earlier than you think you need. Early filing leaves room to fix inspection findings, whereas a lapsed certificate can mean being treated as a fresh case.
Is a Fire NOC renewal different from a new NOC?
Usually it is a shorter application that refers to your existing certificate and, in some states, pre-fills earlier details. Rajasthan's system fetches previously entered data when you choose renewal and enter the old NOC number. But if the building has changed since the last certificate, the authority can reassess it as it now stands, so a renewal is not guaranteed to be a formality.
What if my Fire NOC has already expired?
Apply immediately and keep proof of filing, then check what your state does with lapsed certificates; some treat it as a late renewal and others expect a fresh application. Do not rely on an old certificate meanwhile, because insurers and licensing authorities may ask for a valid one. Test and repair systems now so an inspection does not add further delay.
Can a private auditor carry out the compliance check for renewal?
Haryana has been reported to allow empanelled third-party fire-safety agencies to support certificate issue and renewal under a December 2025 notification, but we have not read the notification or the empanelment list. Ask the Directorate of Urban Local Bodies whether your unit qualifies and which agencies are currently empanelled, rather than relying on a consultant's description.
Do I need new drawings for renewal?
Not if nothing changed, but you should hold current as-built fire drawings. If you have added lines, storage, floors or changed use, updated drawings may be needed, and Delhi's portal directs applicants with alterations to a fire office. Rajasthan asks for as-built drawings showing the fire-fighting plan at final stage. When in doubt, update the drawings before you apply.
