Fire NOC for a Factory in Odisha: Odisha Fire Service Process and Documents
A factory in Odisha needs a Fire Safety Recommendation before construction and a Fire Safety Certificate, Odisha's equivalent of the Fire NOC, once the fire installations are complete. Both are applied for online on the Odisha Fire Service portal under the Odisha Fire Prevention and Fire Safety Rules, 2017. The portal's fee for non-residential buildings is ₹2 per square metre of built-up area.
What does the Odisha Fire Service require from a factory?
The framework is the Odisha Fire Service Act, 1993 and the rules of 2017 made under it. The portal's service pages cite Rule 12 for the recommendation and Form-III for the certificate. A secondary copy of the rules, on a legal database, lists factories and industries among the building classes that must hold a valid Fire Safety Certificate, and bars selling, leasing or occupying a covered building without one. Treat that as a pointer, and confirm the class of your building with the fire station for your jurisdiction.
The sequence is the same as in most states. First comes the recommendation, issued against your plans, which tells you what to build. Then you construct the fire safety installations as recommended. Then you apply for the certificate, an officer inspects, and the certificate is issued. A secondary copy of the rules says the certificate is valid for a period fixed by the government and shown on it, and it has to be renewed.
What are the services, forms, fees and documents?
The table is taken from the portal's service pages and FAQ as read on 22 October 2026. Documents are uploaded as scanned copies of a specified file type and size, and a hard copy can be requested.
| Stage | Portal service and rule | Fee on the portal | Main documents |
|---|---|---|---|
| Before construction | Fire Safety Recommendation, Rule 12 | ₹2 per sq m built-up (non-residential), by IFMS | Signed application; authorisation letter if the applicant is not the owner; site, layout, floor and elevation plans; ownership documents such as ROR; photo ID; photograph and signature |
| After completion | Fire Safety Certificate, Form-III | ₹2 per sq m built-up (non-residential) | Photograph and ID; complete approved building plans; plan approval letter (desirable); ownership or development agreement; fire safety installation plan (desirable); board resolution if a company owns the premises; Fire Safety Supervisor appointment letter if one is appointed |
| Renewal | Fire Safety Renewal Certificate, Form-VI with Form-III | ₹2 per sq m built-up (non-residential) | The existing certificate and the same set; documents already uploaded for an online certificate may not be needed again |
| Older building with no plan approval | Exemption from Plan Approval, Rules 9(12) and 9(13) | Not stated on the page we read | Plan signed by an architect or civil engineer showing the building as it exists; proof of occupation year such as an electricity or water bill; ownership documents; load-bearing certificate for driveway and internal roads; fire-rating certificates; fire safety installation plans; electrical safety certificate; Form IV-A; structural stability certificate |
For scale, the portal's rate on a factory of 5,000 square metres built-up works out to about ₹10,000 for each of the recommendation, certificate and renewal. That is the government fee and not the cost of the installations. Confirm the current rate on the portal before you pay.
Which technical documents hold up certificates?
The portal's FAQ lists the technical documents that may be required: a load-bearing capacity certificate for the driveway and internal road, fire-rating certificates, the fire safety installation plan, an electrical safety certificate, Form IV-A certification for the fire safety installation, and a structural stability certificate, together with ownership or company documents. Several of these come from outside the fire contractor's scope.
- Driveway and internal road load. Fire tenders need access; the structural engineer certifies the road and any podium it crosses.
- Fire-rating certificates. For walls, exit doors, false ceiling materials, and lift car and landing doors, from the manufacturer or a test report.
- Electrical safety certificate. From the competent authority, so the electrical contractor's work and the CEIG route need to be on schedule before the fire inspection.
- Structural stability certificate. From the structural engineer, for the building as it stands.
- Form IV-A and the installation plan. The fire contractor's certification, with water calculations, which must agree with what is actually installed.
The installations themselves follow the National Building Code and the Odisha rules. NBC 2016 Part 4 notes that its table of requirements for industrial buildings is for small-scale units, and that for other industries the requirements are worked out from the relevant Indian Standards in consultation with the local fire authorities, so a large plant should talk to the fire officer early. Our fire fighting systems page describes the design side, and the guide on why industrial Fire NOC applications get delayed lists the usual file errors.
What if the factory predates the rules or lacks plan approval?
The portal has a separate service for buildings and premises constructed and occupied before the rules came into force that lack valid plan approval. The owner, occupier or authorised person applies under Rule 9(12) and 9(13) for exemption from the plan-approval condition, with the as-built plan and one of the listed government documents that proves the year of occupation. Once granted, you can apply for the certificate. If your factory has been extended without approval, the extension is not covered by the exemption, so check which parts were built when.
How do renewal, inspection and appeals work?
Renewal is a separate service, filed in Form-VI along with Form-III, and the portal says a certificate issued online may not need the documents uploaded again, though you can update your details. A secondary copy of the rules says renewal should be applied for three months before the certificate expires, so diarise the date well ahead and see our guide to Fire NOC renewal for a factory. The portal cites Rule 20 for legal action where the conditions of a certificate are violated, and an authorised officer may inspect the premises.
If an application is rejected, the portal provides an e-appeal against rejection by the designated officer, and an e-revision against an appeal order or a rejection. For other states, our Fire NOC guide for Punjab, Haryana and Uttar Pradesh and the approvals hub show how the routes differ.
How Secured Engineers helps
Secured Engineers designs fire fighting and detection systems in-house and files Fire NOC, CEIG and DISCOM net-metering applications in-house. Fire, electrical, HVAC and plumbing can sit under one MEPF contract with solar, so the electrical safety certificate and the Form IV-A evidence come from one team. We work from offices in Noida (Delhi NCR) and Ludhiana, across 535+ projects in 18+ states, with 89.77% repeat clients. In Odisha our record includes the turnkey fire fighting system for Boudh Distillery in Boudh, described on its project page.
If you have an application or a set of drawings ready, send them for a review before you submit: we check that the plans, the installation plan and the certificates agree, and we suggest rectifications to the drawings or the installation where they do not. We do not sell audits. See Fire NOC assistance, then message us on WhatsApp, call +91 70099 85817, or ask for a free proposal.
Frequently asked
Is the Fire NOC for a factory in Odisha applied for online?
Yes. The Odisha Fire Service portal lists online services for the Fire Safety Recommendation, Fire Safety Certificate, Fire Safety Renewal Certificate and exemption from plan approval, among others. You register, log in with a username and password or an OTP, choose the service, upload scanned documents and pay the fee through the IFMS gateway. The department may ask for hard copies of uploaded documents during verification or inspection.
What is the fee for the Fire Safety Certificate?
The portal states ₹1 per square metre of built-up area for residential buildings and ₹2 per square metre for non-residential buildings, paid online through the IFMS payment gateway. The same rates are shown for the Fire Safety Recommendation and the renewal. A factory of 5,000 square metres built-up would pay about ₹10,000 at that rate, but confirm the current rate on the portal before you pay.
Do I need the recommendation before I build?
Yes, for a new building or project. The portal says to apply for the Fire Safety Recommendation for the proposed building before plan approval or commencement of construction, as applicable under the 2017 rules. The certificate follows after completion of the building and the fire safety installations as recommended, and after fire safety inspection. Skipping the first step makes the second harder.
Our factory was built before 2017 without plan approval. Can it still get a certificate?
The portal offers an exemption from the plan-approval condition for buildings constructed and occupied before the 2017 rules came into force that lack valid plan approval, under Rule 9(12) and 9(13). You submit a plan by an architect or civil engineer showing the building as it stands, proof of the year of occupation such as an electricity bill, and the other listed documents. Then you apply for the certificate.
How long does the fire authority take?
The portal pages we read do not state a processing time. A secondary copy of the 2017 rules gives 30 days for the recommendation and 45 days for the certificate from receipt of a complete application, with the authority able to ask for further particulars. Treat those as the rule's outer limits and not a promise, and keep the file complete, because queries restart the discussion.
What can we do if the application is rejected?
The portal provides an e-appeal against rejection of an application by the designated officer, and an e-revision against dissatisfaction with an appeal order or a rejection, as applicable. Before appealing, read the reasons and correct the file. Most rejections turn on missing certificates or drawings that do not match the installation, which is a faster fix than an appeal.
