MEP design for a government or PSU tender has to fit the department's own documents: its schedule of rates and specifications, a detailed estimate with technical sanction, drawings from which quantities can be taken, and clear responsibility for approvals. Write the specification generically, never by brand, cite the current CPWD, NBC and CEA documents, and say in the tender who obtains each approval.

What must exist before a works tender is issued?

The CPWD Works Manual 2022 (clause 3.1.1.6) says technical sanction for item-rate and percentage-rate tenders is issued before tenders are invited, and that it rests on a detailed estimate, detailed architectural drawings and specifications, a geotechnical investigation report, structural drawings for the foundation and preliminary superstructure, and preliminary drawings for internal and external services. For "design and construct" or EPC contracts the Manual does not require technical sanction in the same form, because the contractor takes responsibility for design and execution; the scope, specifications, approved conceptual drawings and a schedule of quantities, if available, are kept on record instead.

So the first question for an MEP designer is which kind of tender this is. In an item-rate tender your drawings and BOQ are the contract basis, and errors become variations. In an EPC tender the bidder designs against an output specification, and the owner's drawings set the performance and interface requirements.

Which documents does the MEP design cite?

DocumentWhat it governsWho issues it
CPWD General Specifications for Electrical Works (Part I Internal, 2013, and Part IV Sub Stations)Materials, workmanship, wiring, earthing, lightning protection and testing of electrical itemsCPWD
Schedule of Rates and Analysis of Rates (for example the Delhi Schedule of Rates)Item descriptions and units used in the BOQ and in estimatesCPWD or the department's own
Departmental schedules for other agenciesDefence works are normally tendered against the Military Engineer Services' own schedules; the tender lists what appliesThe agency concerned
National Building Code of India 2016Fire and life safety, electrical, HVAC and plumbing design basisBureau of Indian Standards
CEA (Measures relating to Safety and Electric Supply) Regulations, 2023Statutory safety, inspection and self-certificationCentral Electricity Authority
Indian Standards cited item by itemEquipment and test requirementsBureau of Indian Standards

Use the editions the tender names. If a document has been superseded, write to the department during the pre-bid period; do not quietly design to the newer one. The Department of Expenditure's Manual for Procurement of Works describes specifications as the document that sets out inputs, processes, tests and the mode of measurement for each kind of work commonly executed, with the CPWD specifications as its example.

What does the procurement manual say about specifying equipment?

The Manual for Procurement of Works (Second Edition, 2025) calls specifying foreign certifications, unreasonable technical specifications, brands or models in a bid document a restrictive and discriminatory practice against local suppliers, and permits foreign certification only with written approval of the Secretary of the department or a designated authority where Indian Standards are not available. It also says that where some brands are named for certain materials in the contract documents, the contractor may ask the procuring entity's permission for equivalent brands.

For a design, that means writing performance, standard and test requirements, adding an approved-makes list only if the department permits one and always with "or equivalent", and checking the rule on Class-I local suppliers. The Manual states that items notified as having sufficient local capacity and competition must be sourced from Class-I local suppliers in system-integrator, EPC and turnkey contracts, unless the Secretary of the administrative ministry approves a relaxation because sourcing them is not practically feasible. Check which items are notified for your tender.

Who obtains which approval?

The Manual says the procuring entity should seek the statutory approvals from bodies such as the electricity board, the fire department and the pollution control boards before award, so that the contractor's progress is not impeded and delay claims are avoided. It also says the contractor obtains the permits the contract assigns to him. Closure is different: the contractor, or the executing agency, is responsible for completion or occupancy certificates and NOCs from local civic authorities, where applicable, before handing over.

Put these in the tender as a matrix: Fire NOC, Electrical Inspector approval, DISCOM sanction and metering, pollution board consent, lift licence, and completion or occupancy certificate, each with the party who applies, who pays, and who bears delay. Our guide to the approvals roadmap lists the usual set. For electrical installations, remember the 2023 regulations route inspection through the Electrical Inspector above the notified voltage and self-certification below it.

What should the tender drawings and BOQ contain?

  • Drawings: layouts of each service, single-line diagram, riser diagrams, plant-room layouts, equipment schedules and typical details, enough for a bidder to count the items.
  • Specifications: a clause for each item stating the standard, the rating, the testing and the acceptance criterion.
  • BOQ: item descriptions that match the schedule of rates, unit of measurement and mode of measurement, with provisional items kept few and defined. Our note on a BOQ that cannot be gamed covers the format.
  • Testing and commissioning: the tests, witnesses and records the department will accept, since completion will be certified against them.
  • Release control: the CPWD manual (clause 8.12) requires E&M services design and drawings prepared by a consultant to be authenticated "Good for Construction" by an officer before they go to the contractor, so allow time for that step.

Disqualification for technical non-compliance is common in these tenders; see why technical bids are disqualified.

What if you are bidding on a design-and-build tender?

Then your design is part of the bid. The Manual expects the contractor to submit a work program, a methods statement and a quality assurance plan soon after award, so a bid that already shows them is easier to evaluate and to trust. Present a design basis (loads, standards, redundancy), a schedule of proposed makes with equivalence statements, single-line and schematic drawings, a programme that places the approvals on its critical path, and a testing plan. Answer every specification clause; compliance statements that say "noted" invite rejection.

Tenders from central bodies are published on the Central Public Procurement Portal or the organisation's own e-procurement platform, and the CPWD Works Manual (clause 14.1) makes GeM mandatory for goods or services available on it. Read the tender's corrigenda before the bid date, and keep the pre-bid replies with the bid file.

Frequently asked

Which specifications do government MEP tenders usually follow?

Central works typically follow the CPWD General Specifications for Electrical Works and the department's schedule of rates, with the National Building Code 2016 and the CEA safety regulations for design basis and Indian Standards for equipment. Other agencies, including defence works, use their own schedules. The tender names the governing documents and editions, and those override any general practice.

Can a government tender name a brand?

The Manual for Procurement of Works, 2025 treats specifying unreasonable technical specifications, brands or models as restrictive and discriminatory, and requires written approval from the Secretary for foreign certifications. Where brands are named for certain materials, the contractor may ask the procuring entity for permission to use equivalent brands. Write performance and standard-based clauses and add 'or equivalent'.

Who gets the Fire NOC and Electrical Inspector approval on a government project?

The tender decides. The procurement manual advises the procuring entity to seek statutory approvals from the electricity board, fire department and pollution boards before award, and the contractor obtains permits the contract assigns to him. Completion and occupancy certificates and NOCs from local civic authorities are the contractor's or executing agency's responsibility at closure, where applicable. Put each in a responsibility matrix.

Is technical sanction needed for a design-and-build tender?

Under the CPWD Works Manual 2022, technical sanction in the usual form is not required for design and construct or EPC contracts, because the contractor takes full responsibility for design and execution. The scope, specifications, approved conceptual drawings and a schedule of quantities, if available, are kept on record. Item-rate tenders need technical sanction before tenders are invited.

Where are government MEP tenders published?

Central ministries, CPSEs and statutory bodies publish tenders on the Central Public Procurement Portal, often alongside their own e-procurement sites; state departments use state portals. The CPWD Works Manual makes GeM mandatory for goods or services available on it. Check the tender notice for the portal, the bid submission process, and corrigenda before the closing date.
