MEP Safety Requirements for a Factory Site: Permits, PPE, Height Work and Hot Work
An MEP contract should make five safety obligations enforceable: a permit-to-work system, protective equipment and training, controls for work at height, hot-work control, and incident reporting backed by a stop-work right. Name who holds each duty, what record proves it and what follows a breach. For electrical work the CEA's 2023 regulations already require isolation, earthing and supervision; the contract should repeat them and measure them.
What does the law already require on an MEP site?
Two instruments carry most of it. The Occupational Safety, Health and Working Conditions Code, 2020 took effect on 21 November 2025 with the other labour codes (PIB release). The Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023 govern electrical work. We did not verify which sub-rules, such as scaffolding and height rules, currently apply in each state under the new Code, so ask your safety officer to confirm them and cite them in the contract.
| Requirement | Source | What to write in the contract |
|---|---|---|
| Isolate, discharge and earth before handling a conductor or apparatus | CEA Regulations 2023, regulation 21(1) | No electrical work without an isolation permit; local earths fitted and checked |
| Provide PPE: gloves, footwear, safety belts for work at height, helmet, voltage detector, arc-flash protection | CEA Regulations 2023, regulation 21(2) | PPE issue register; tools and instruments tested and in sound condition |
| Only designated persons operate or maintain electrical plant, observing the Schedule I precautions | CEA Regulations 2023, regulation 21(3), Schedule I | Named, competent electricians; briefing before work |
| Hazard identification, gang briefing, permit-to-work, confirm dead, safe distance, no lone worker, supervision not delegated to sub-contractors' personnel | CEA Regulations 2023, Schedule I, Part II (shutdown work and testing) | A written method statement per task, signed by the supervisor |
| Designers consider the safety of those who erect, operate and maintain the work | OSH Code 2020, section 9 | Design risk review recorded before construction drawings are issued |
| Notice of accidents and dangerous occurrences to the prescribed authority | OSH Code 2020, sections 10 and 11 | Reporting to the owner within a stated time, and to the authority as the rules require |
| Worker's right to raise imminent danger | OSH Code 2020, section 14 | A stop-work procedure that protects the person who raises it |

How should a permit-to-work system be written?
The CEA Schedule I precautions give you the skeleton for electrical work, and you can extend it to other trades. The supervisor identifies the hazards, such as electrocution, flashover, fall of persons or objects from height, failure of tools and fire. The supervisor briefs the whole gang. A permit-to-work is obtained from the operation in-charge, the line or apparatus is isolated, de-energised and earthed, and it is positively confirmed dead before anyone approaches. Schedule I also says a lone worker must never be allowed on electric supply lines or apparatus, that supervising work must never be delegated to sub-contractors' personnel, and that the supervisor must not leave the working spot while shutdown work at height or testing is in progress.
Put into a contract, that means: permit types (isolation, hot work, height, confined space, excavation, lifting); who in the owner's team may issue them; a validity period and a shift-handover rule; a signed close-out; and a clause that any work without a valid permit is a stop-work event.
What should the contract say about work at height?
Regulation 21(2) lists safety belts for working at height among the protective equipment for electrical work. For an MEP site that extends to ducting on a roof, cable trays at purlin level, pipe racks and plant on a mezzanine. Set a height threshold in the contract that matches your site's safety policy, above which a height permit is required. Specify harnesses with anchor points designed and tested before use, edge protection, inspected scaffolds and platforms, and trained operators for mobile elevated work platforms. On PEB sheet roofs, require crawl boards and marked fragile areas, because skylight sheets and old roof sheets give way without warning. Stop work in high wind, rain or poor light. Record who inspected each scaffold and when.
How is hot work controlled?
Cutting, welding and brazing on pipes, supports and duct frames make sparks that travel and start fires hours later. Require a hot-work permit for each job and location. The permit should state the combustible clearance, the fire watch during the work and for a stated period after it, the extinguishers at hand, and the sign-off. If the work needs a sprinkler or detection zone to be isolated, treat it as a separate impairment permit with a fixed time limit and a documented restoration, because the fire system is the building's protection while you work. For a plant that keeps running, see our note on shutdown windows, tie-ins and hot-work control. Check also what your property insurer requires in its hot-work conditions.
What records and reporting should you ask for?
- Man-hours worked, reported weekly, with lost-time injuries, first-aid cases and near-misses against them. Agree the definitions in the contract.
- Training and induction records for every worker, including sub-contractors' workers, before they enter.
- Toolbox briefings logged by date, topic and attendees.
- PPE issue and tool-testing registers.
- Incident reports to the owner within hours for a serious event and within days for others; set the times in the contract. The OSH Code requires the employer of a building or construction establishment to send notice of a qualifying accident to the prescribed authority, and says a notice about a death leads to an inquiry within two months.
- A named safety lead on site. Under the Code, a construction establishment with 250 or more workers must appoint safety officers; a smaller MEP crew still needs a named person.
How do you make the clauses bite?
A clause with no consequence is a wish. Give the owner the right to stop work without an extension of time or extra cost to the contractor when a safety requirement is not met. Link repeated breaches to deductions, removal of the individual, and ultimately termination. Make the main contractor responsible for sub-contractors. Tie a share of each running bill to the safety return. Check that insurance responds; see the gaps in erection all-risk cover. A safety clause that is read, signed and enforced reduces claims, delays and arguments; a contract that is silent leaves the owner to find out after an incident.

Frequently asked
What safety clauses should an MEP contract include?
Include a permit-to-work system, PPE and training, work-at-height controls, hot-work control, incident reporting and a stop-work right. Name who is responsible for each, what record proves it and what follows a breach. For electrical work, repeat the isolation, earthing and supervision duties from the CEA regulations of 2023 and require a method statement per task.
Who is responsible for safety when an MEP contractor works on my factory site?
The contractor is responsible for its workers and methods, and the owner remains responsible for its premises and for the permits it issues. The OSH Code places duties on employers and designers and gives workers a right to raise imminent danger. The contract should allocate day-to-day duties, since the law does not do it for you.
Does the contractor need a permit-to-work for electrical shutdown work?
The CEA regulations, 2023 require the supervisor in charge to obtain a permit-to-work from the operation in-charge and to ensure the apparatus is isolated, de-energised and earthed before shutdown work or testing. They also require confirmation that it is dead, briefing of the gang, and no lone working. Write the same into the contract.
What is a hot-work permit?
A hot-work permit authorises cutting, welding or brazing at a stated place and time, with conditions such as clearing combustibles, a fire watch during and after the work, extinguishers at hand and sign-off. Isolating a sprinkler or detection zone for the work needs its own time-limited impairment permit and a documented restoration.
Can the owner stop work on an MEP site for a safety breach?
Only if the contract says so. The OSH Code gives workers a right to raise imminent danger, but the owner's right to stop the contractor without paying for the delay is a contract term. Write it in, with a procedure for restart, and link repeated breaches to deductions, removal of individuals and termination.
