Fire NOC Renewal in Haryana: Period, Documents and the Online Process
Fire NOC renewal in Haryana is applied for online through the Urban Local Bodies portal, using the renewal option against your existing certificate. How long a certificate lasts is printed on the certificate itself, and published sources disagree on the period, so read your own expiry date and apply well before it. The fire law is the Haryana Fire and Emergency Services Act, 2022.
Who renews a Fire NOC in Haryana?
Haryana Fire and Emergency Services, which sits under the Department of Urban Local Bodies, issues the Fire NOC. The Haryana Fire and Emergency Services Act, 2022 repealed the earlier Haryana Fire Service Act, 2009. Applications and renewals are filed through the Directorate of Urban Local Bodies portal at ulbharyana.gov.in, with the application and status pages running on the online ULB subdomain. Industrial units on HSIIDC estates can also file through the state single window, Invest Haryana. The technical basis for the fire scheme is Part 4 of the National Building Code of India 2016.
How long is a Haryana Fire NOC valid?
This is where sources disagree, so we do not pick one silently. Under the 2022 Act and its rules the certificate carries its own expiry. Secondary sources that we read give different periods, including one year, three years and five years, depending on the occupancy and the building height, and we could not confirm any of them from a Haryana government page. A Haryana RERA document we saw cites a five-year validity in a sanction letter. The safe rule is: the date printed on your certificate controls, and any period quoted elsewhere is a reason to ask, not a reason to wait.
What is the online renewal process?
| Step | What to do | Keep ready |
|---|---|---|
| 1. Check the expiry | Read the validity on the current certificate and diarise the renewal date well ahead | Existing Fire NOC |
| 2. Inspect your own systems | Test hydrants, pumps, sprinklers, alarms and extinguishers; close defects | Test and service records |
| 3. Log in and select renewal | Open the fire NOC service on the ULB portal and choose renewal as the application type | Registered login, SARAL ID if applicable |
| 4. Upload documents | Upload the current certificate, a compliance or audit report, building details and any change in occupancy | PDF scans |
| 5. Audit or inspection | A department inspection or a third-party compliance audit, depending on the policy in force | Access to all floors and the pump room |
| 6. Pay any fee and track | Pay the fee shown at filing, if any, and track the application against the acknowledgement | Acknowledgement, SMS updates |
| 7. Download the certificate | Download the renewed certificate and file it with the site records | Digital copy and print |
Which documents do renewals usually need?
The portal's current checklist controls. Applicants should expect to need the previous Fire NOC, the approved building plan or fire drawings, proof of ownership or occupation, a record of the installed fire-fighting systems, extinguisher and equipment service records, and a note of any change in use, floor area or occupancy since the last certificate. If the building has been extended, the renewal can turn into a fresh scheme approval, so state changes honestly.
How has the process changed recently?
Our Haryana Fire NOC page records a 2025 reform that lets certified third-party fire-safety auditors carry out the compliance audit that used to need a department inspector's visit. News reports in December 2025 described new guidelines under which certificates for new applications and renewals are issued online once an empanelled agency's certification report supports the application. Because these are changing, check the portal for the current rule and the list of empanelled agencies. A third-party audit can shorten a renewal for a unit with clean records; it does not excuse a failed system.
What do the published checklists test, and why do renewals fail?
- Fire pumps that do not start on auto or do not hold the required pressure.
- Sprinkler heads painted over, blocked or missing, and valves left closed.
- Alarm panels with isolated zones or silenced sounders.
- Extinguishers out of date or moved from their marked positions.
- Exits blocked or locked, and emergency lighting that does not last its design time.
- Storage or process changes that make the original design inadequate.
None of these is solved by paperwork. A pre-renewal walk-through with a fire engineer, a month or two before expiry, finds them while there is still time to fix them. The Fire NOC calculator helps you check document readiness first.
How early should you start, and what about timelines?
We did not find a statutory renewal timeline on the pages we could read, and the state's right-to-service notification or citizen charter should be checked for one. Without it, plan on your own float. A sensible sequence is to review the certificate date six months out, run the walk-through three months out, fix defects, and file at least two months before expiry so that a returned application can still be answered in time. If you are on an HSIIDC estate, also check whether the estate office needs its own no-dues or occupancy documents for the file.
What happens if the certificate lapses?
The legal consequences of operating on an expired certificate depend on the Act and rules and on how the authority treats the case, and we do not summarise penalties here. The practical consequences are easier to state: insurers and lenders ask for a valid certificate, and some tenders and customer audits do too. Treat the expiry date as a hard deadline.
