Building regulations in Uganda: what MEP teams should know
Uganda's Building Control Act, 2013 commenced in April 2018. It established the National Building Review Board, which oversees the building committees that issue permits. The Building Control Regulations then set out how the Act operates in practice.
What this means for a project
Permit routes run through the local building committee, such as the Kampala Capital City Authority within the capital. Ask your architect or engineer which documents the committee expects, including services information, before MEP design is fixed.
What to check on your project
- Permit documents: confirm what drawings and calculations the committee needs, and at which stage.
- Design basis: record the standards each discipline uses, particularly where the client or a lender specifies its own.
- Utilities: confirm power and water supply details with the relevant providers.
- Fire: the Building Control Regulations, 2020 set minimum fire-risk standards, and Part V of the National Building Standards Code, 2019 covers escape routes, detection, alarms and firefighting systems. Have the responsible professional confirm how they apply to the site.
- Imported equipment: Uganda's pre-export verification programme covers electrical and mechanical products among others. A Certificate of Conformity is valid for one shipment and for three months from issue, so check the requirement with the supplier before ordering.
Foreign engineers need certification
The Engineers Registration Board has said foreign engineers working in Uganda must be certified by the Board before getting work permits, citing section 21 of the Engineers Registration Act. Registration of engineers is a separate regime from the Building Control Act. If your appointment includes anyone working in Uganda, check this early. Remote support from abroad should still sit under a clearly named, appropriately registered local professional.
