What to Put in an MEP Tender for a Hospital: Medical Gases, Isolated Power and Fire
A hospital MEP tender should be written by department, not by trade, because an ICU, an operation theatre and a ward need different air, power and gas. For each area, state the clinical use, the standard, the performance to be proved and the test certificate to hand over. Medical gas, isolated power and smoke control are the items most often under-specified.
Start with a room-by-room schedule
Before any specification, list every clinical space with its use and its classification: general ward, ICU, operation theatre, recovery, imaging, laboratory, pharmacy, sterile services, kitchen, mortuary. Add the services each room needs: medical gas outlets, vacuum, essential power, isolated power, special air regime, nurse call, data. This schedule drives the BOQ. A tender written by trade alone leaves each contractor to guess what an ICU needs, and the guesses differ.
The clinical team and the infection control lead should sign the schedule. Air changes, pressure relationships and filtration are fixed by clinical use, and the HVAC plant is sized backwards from them. The same discipline applied to our own hospital work is described in the record of the JMH Prime MEPF package in Karol Bagh, New Delhi, completed in October 2026: HVAC, electrical, plumbing and fire fighting as one package, with the ICU's air and power requirements deciding the design.
What to put in each section of the tender
| Section | What the tender should say | What to demand at handover |
|---|---|---|
| Medical gas pipeline system | Gases and vacuum to be provided, outlets per bed or room type, source equipment and standby, zone valves, area alarms, design to IS/ISO 7396-1 or the specification you adopt | Pressure, leak, cross-connection and purity test records; alarm test; installer's competence record |
| Electrical installation in medical locations | Classification of rooms by medical use; earthing and equipotential bonding; protection by residual-current devices; design to IS 17512 | Earth and bonding resistance records; protection test records |
| Isolated power supply | Isolation transformer panels for the highest-risk rooms such as operation theatres, with insulation monitoring and alarm repeated at the nurse station | Factory and site test records; alarm function test |
| Essential power | Which loads sit on DG, UPS or both; changeover times by load category; fuel autonomy; a maintenance bypass for every critical path | Load test of the DG with the actual critical load; changeover time records |
| HVAC for critical areas | Air changes, pressure relationships, filtration grade and temperature and humidity bands per room, as set by the clinical team | Air balancing, pressure readings, filter integrity test and particle counts where specified |
| Fire detection and suppression | Detection and alarm, sprinklers, hydrants, smoke control and compartmentation consistent with NBC Part 4 and the state fire authority | Fire NOC or certificate, pump and system tests, cause-and-effect matrix tests |
| Plumbing and hot water | Water quality treatment, hot water temperatures, drainage of clinical areas, backflow protection | Pressure tests, flushing and disinfection records, water test report |
| ELV and nurse call | Nurse call, public address, access control, CCTV and the data backbone | Point-to-point test records and as-built drawings |
Medical gases: specify the standard and the proof
Bureau of Indian Standards records list IS/ISO 7396-1 as the Indian adoption of the international standard for medical gas pipeline systems. The standard covers design, installation, performance, documentation, testing and commissioning of pipeline systems for compressed medical gases and vacuum. The BIS record shows the Indian adoption as the 2007 version, and the international standard has since been revised, so state in the tender which edition you require and ask bidders to confirm they have worked to it.
Specify supply sources with a standby and a reserve, area valve boxes with alarms, and a handover test sequence: pressure test, leak test, cross-connection test, a purity check and alarm testing. Require the pipework to be installed and tested by a firm with a stated competence record, because a mistake in gas pipework is a clinical hazard, not just a defect. Keep gas pipework separate from the electrical containment and agree its route with the fire and plumbing contractors early.
Isolated power and medical locations
BIS published IS 17512:2021, the requirements for electrical installations in medical locations, which was prepared with help from the IEC standard on the same subject. In practice it asks the designer to classify rooms by the risk to patients from electrical faults, and to give the highest-risk rooms extra protection: bonding, a supply that tolerates a first fault (the isolated power system) and an insulation monitor that alarms before a second fault occurs. State in the tender which rooms get an isolated supply, the capacity of each isolation panel and the alarm arrangement. Because that standard draws on an older edition of the IEC text, ask your electrical consultant to confirm the edition and any differences for your building.
Essential power deserves the same precision. Write down which loads the generator must pick up and in what order, and require a proving test with real loads. Our electrical infrastructure page covers the panels and DG sets involved.
Fire safety and current guidance
The Ministry of Health and Family Welfare issued revised national guidelines on fire and life safety in healthcare facilities in 2026, updating its 2020 framework. As reported in press coverage of the guidelines, they set out governance duties, hospital fire safety plans, hazard assessments and annual audits, with specific attention to ICUs and operating theatres where patients cannot evacuate unaided. The guidelines say the applicable national, state and local fire rules remain mandatory. Read the Ministry's document yourself and build its expectations into the tender, rather than relying on a summary. The state fire authority issues the Fire NOC, and the National Building Code sets the design basis; our fire fighting systems page and Fire NOC assistance page cover both.
For a hospital, the cause-and-effect matrix is a deliverable. Require it before the detection loops are designed, and require every effect to be tested at handover: air-handler shutdown, lift homing, door release, smoke extraction. Our note on hospital MEP, NABH and fire audits adds the audit angle.
Commissioning, phasing and the documents to hold
A hospital does not close for commissioning, so the tender needs a phasing plan by department, shutdown windows agreed with clinicians, and temporary arrangements for any live area. Make the contractor responsible for infection-control measures during construction. Payment should link to tested handover of each zone, with a final retention until the complete test file is in your hands.
How Secured Engineers helps
We design and deliver MEPF as one package: HVAC, electrical, plumbing and fire fighting. Our record of a full MEPF package for the JMH Prime building of Jeewan Mala Hospital in Karol Bagh, New Delhi, completed in October 2026, is on our projects page. Design is done in-house, and Fire NOC, CEIG and DISCOM net-metering applications are filed in-house. We work from offices in Noida (Delhi NCR) and Ludhiana, and the company has completed 535+ projects across 18+ states, with 89.77% repeat clients.

Frequently asked
What standards should a hospital MEP tender refer to?
At minimum the National Building Code for fire and life safety, IS/ISO 7396-1 for medical gas pipelines, IS 17512 for electrical installations in medical locations, the CEA safety regulations for electrical approval, and the Ministry of Health's fire guidelines. State the edition you want and ask bidders to confirm compliance. Your designer should add state fire rules and NABH requirements if you seek accreditation.
What is an isolated power supply in an operation theatre?
It is a supply fed through an isolation transformer so that a first insulation fault does not trip the circuit, which keeps equipment running during a procedure. An insulation monitor raises an alarm when the fault level falls, so staff can clear it before a second fault occurs. The tender should name which rooms get it and where alarms are repeated.
How should medical gas pipelines be tested at handover?
The standard calls for testing and commissioning records. Typical tests include pressure and leak tests, checks that outlets deliver the right gas, cross-connection testing, purity checks and alarm tests. Require the installer to provide a test record for each gas and zone and keep the file with the as-built drawings.
Who approves fire safety in a hospital project?
The state fire authority issues the Fire NOC or certificate under the state's fire law, and the Electrical Inspector approves the electrical installation. The Ministry of Health's guidelines add expectations on governance, audits and training, and say compliance with national, state and local rules remains mandatory. Confirm the process for your state at the design stage.
Can a hospital be commissioned while it is operating?
Yes, with a phasing plan. Work is split by department with shutdowns agreed with clinicians, temporary services where needed, and infection control during works. Fire systems should be live for each area before it is handed over. Write the phasing and the handover tests into the tender so the contractor prices them.
