CEIG Approval in Uttarakhand: Electrical Inspector Process for Factories
CEIG approval in Uttarakhand comes from the Department of Electrical Safety under the state Energy Department. For a factory the order is UPCL sanction, drawing approval, installation and testing by a licensed contractor, inspection, then energisation by UPCL. The department's head office is at Haldwani, not Dehradun, and services are applied for through the state's Single Window Clearance System.
Who issues CEIG approval in Uttarakhand?
The Department of Electrical Safety, headed by the Director, Electrical Safety, administers the electrical inspectorate function for the state. The Electricity Act, 2003 provides for Electrical Inspectors, and the safety requirements follow the Central Electricity Authority's regulations, published at cea.nic.in. The department also administers the state's electricity duty law and its electrical contractor licensing regulations, which is why the question "who is doing the installation" is checked early.
The inspectorate decides; the electrical contractor and the owner prepare the file. Confirm every form and fee with the department, because the details sit with the department and change by notification.
Where do you apply, and what could not be verified?
Departmental services are applied for through the state Single Window Clearance System. On 10 October 2026 we could not verify a standalone departmental website: the address often quoted for it did not resolve, and the similarly named vidyutsuraksha.org belongs to Uttar Pradesh. Treat any filing portal reached through a search result with caution and confirm the current route directly with the department at Haldwani or through the single window before paying any fee.
The forms, voltage and capacity thresholds that bring an installation into the inspector's scope, the fee schedule and the time allowed for inspection are set by the state. We did not find them printed on pages we could read, so each is marked below as "confirm with the inspectorate". We have not substituted figures from third-party sites.
What is the process step by step?
| Step | What happens | Status of the detail |
|---|---|---|
| 1. UPCL sanction | UPCL, the sole DISCOM in the state, sanctions the connection and load | Statewide; one counterparty |
| 2. Drawing approval | Single-line diagram, layout, earthing and protection details submitted before the substation is built | Threshold and forms: confirm with the inspectorate |
| 3. Installation and testing | Licensed contractor executes and tests; records are kept as work proceeds | Licensing rules: state regulations |
| 4. Inspection | Inspector checks the installation against approved drawings | Timeline: confirm with the inspectorate |
| 5. Clearance | Approval to energise is issued after defects are closed | Fee schedule: confirm with the inspectorate |
| 6. Energisation | UPCL connects only after clearance | Statewide |
| 7. Periodic inspection | Inspections continue after commissioning | Interval: confirm with the inspectorate |
Does a SIIDCUL plot change the process?
No. SIIDCUL handles industrial infrastructure and land, and SIDA handles regulatory and plan approvals in its estates, but the electrical approval runs through the state inspectorate whatever the plot authority. What the estate changes is coordination: the building sanction, the point of supply and the electrical programme share a timeline, so run those filings in parallel. This is the most common saving for new units in Haridwar, Rudrapur, Pantnagar and Sitarganj.
Which documents should be ready before you file?
The exact list is the inspectorate's to set, so ask for the current checklist. In practice the file is built from the same core documents in every state, and having them consistent with each other is what avoids a query round.
- The DISCOM sanction letter and the load schedule, so the approved load and the drawings agree.
- The single-line diagram with transformer rating, breaker and relay ratings, settings and cable sizes.
- The substation and DG layout with clearances, plus the earthing layout and pit locations.
- The licence details of the electrical contractor and the supervisor in charge.
- Test records as work proceeds: insulation resistance, earth resistance, transformer and relay tests.
- As-built drawings, so the inspected installation matches the approved one.
How does CEIG relate to Fire NOC, DG sets and solar?
A factory usually has three approvals running together: the electrical inspectorate, the fire authority and the DISCOM. They are separate files with separate officers, but the drawings overlap. The fire scheme depends on the electrical load for pump power and emergency supply, a DG set must be synchronised and interlocked with the incoming supply, and a solar plant adds a second source that the protection scheme must account for. If these designs are made by different people, the first query usually comes from an inconsistency between them. Prepare one coordinated electrical design and use it for all three filings. Our guide to what the inspectorate checks on DG sets covers the integration scrutiny.
What stalls a file in Uttarakhand?
- A single-line diagram showing connectivity but not protection ratings and settings, so discrimination cannot be checked.
- Earthing shown as a note rather than a designed grid with measured values pit by pit.
- Contractor licensing that does not stand up to a check against the state regulations.
- Drawings that disagree with the sanctioned load, or a site that has moved past its approved drawings.
The CEIG readiness calculator runs the same list an inspector uses before you file, and the Uttarakhand CEIG page has the authority table and our October 2026 portal check.
What should you do in the first month?
Confirm with the Department of Electrical Safety which route and forms apply to your voltage and load. Confirm that your electrical contractor holds a licence valid in Uttarakhand. Agree the protection scheme and earthing design before the single-line diagram is drawn, so the drawing and the sanction match. Then sequence UPCL, the estate authority and the inspectorate so that none waits on another.
How Secured Engineers helps
For Uttarakhand factories the company prepares the drawing submission, carries queries through the single-window process, keeps test records inspection-ready and sequences the UPCL interface. Design is done in-house, and approvals such as Fire NOC, CEIG and DISCOM net-metering are filed in-house. Mechanical, electrical, plumbing, fire and solar work can sit under one contract. The company works from offices in Noida and Ludhiana and reports 535+ projects across 18+ states and an 89.77% repeat-client rate.

Frequently asked
Who gives CEIG approval in Uttarakhand?
The Department of Electrical Safety under the Energy Department of the Government of Uttarakhand. Its head of department is the Director, Electrical Safety, and the head office is at Haldwani in Nainital district, not in Dehradun.
How do I apply for CEIG services in Uttarakhand?
Departmental services are applied for through the state Single Window Clearance System. We could not verify a standalone departmental website on 10 October 2026, so confirm the current route and document list with the department before filing and before paying any fee.
Which DISCOM energises a factory in Uttarakhand?
UPCL, Uttarakhand Power Corporation Limited, is the only distribution company in the state. Sanction, metering and energisation all sit with it, and it energises only after the inspectorate's clearance.
Does a SIIDCUL plot change the CEIG process?
No. The electrical approval runs through the state inspectorate regardless of the plot authority. SIIDCUL and SIDA affect land, infrastructure and plan approval, and those timelines should be run in parallel with the electrical file.
What are the fees and timelines for CEIG approval in Uttarakhand?
Fees and inspection timelines are set by the state and revised from time to time. We did not find them printed on pages we could read, so confirm the current schedule and any citizen-charter timeline with the Department of Electrical Safety instead of budgeting from a third-party figure.
