When a Factory Needs a 33 kV Connection: Thresholds, Works and Timelines

A factory is given a 33 kV connection when its contract demand passes the 11 kV ceiling in the state's supply code. In Punjab's 2024 code that is above 5,000 kVA, with 33/66 kV up to 20 MVA. Haryana's 33 kV band starts above 2,000 kVA. The DISCOM fixes the exact voltage from the demand and the nearest grid substation, so the threshold is a guide, not a promise.

The thresholds, state by state

There is no national contract-demand limit for 33 kV. Each state commission sets the bands in its supply code, and amends them. The table shows what we could read in primary text, with the source regulation named. Where a column says "not verified", we did not read it and you should not rely on this note for it.

Note the overlap in Haryana: between 2,000 and 5,000 kVA, either voltage can apply. Codes also let the DISCOM serve at a lower voltage where the higher one is not available. Punjab allows supply at a lower voltage with a surcharge when the specified voltage cannot be given, and Haryana's code lets the consumer bear the difference in cost. In either case, ask the DISCOM what it intends before you design the factory-side substation.

What changes when you move from 11 kV to 33 kV

At 11 kV, the DISCOM brings a feeder to your boundary, and you build a switchroom and transformers. At 33 kV, you usually build your own outdoor or indoor 33 kV substation: incoming gantry or GIS, isolators, 33 kV circuit breaker, metering transformers, one or more 33/11 kV or 33/0.433 kV transformers, an earthing grid, fencing, a control room with batteries, and fire containment for oil transformers. The metering point and protection scheme are the DISCOM's specification. More equipment means more civil work, and more land. Check the plot has space for the yard, a clear route for the incoming line and a crane approach.

Costs follow the voltage. Under Punjab's 2024 code, Regulation 32 makes an applicant with a 33/66 kV specified voltage pay the cost of the individual service line from the feeding 132/220 kV substation, together with the bay at that substation, on the commission's standard cost data; the DISCOM may feed from a nearer "in-between" substation if feasible, in which case you pay the service line and a proportionate share of the common portion. Haryana's code makes the consumer bear the difference in cost where a voltage lower than the norm is allowed. These are obligations to the DISCOM, separate from the factory's own substation contract. Our guide to HT connection and substation approval explains the DISCOM side in more detail.

Works, timelines and what usually drives the programme

State codes set timelines for the DISCOM, and they run from a complete application and compliance with the demand notice. In Punjab's 2024 code, Regulation 11(4) requires the demand notice within 20 days of an application for supply at 33 kV and above, and Regulation 21(2) sets a 90-day limit where 66 kV supply needs only a service line without grid augmentation, with a process for the Commission's approval of longer periods where new EHT lines or a grid substation are needed. In West Bengal, WBSEDCL says it will execute the work within 7 days after the applicant completes statutory formalities, and that the quotation must be paid within 90 days of issue. Those figures are the DISCOM's duty, not a programme.

The critical path is often not the DISCOM's own line. It is the factory's design, procurement of 33 kV equipment, construction, testing and Electrical Inspector approval, so the sensible move is to start these alongside the DISCOM application, not after it. Long-lead items such as the transformer and 33 kV breaker should be ordered against a frozen single-line diagram.

Approvals around a 33 kV connection

  • DISCOM feasibility and demand notice. Confirms voltage, feeding substation, estimate and security deposit.
  • Electrical Inspector approval. Installations above the voltage your state has notified need approval before energisation, and additions to an existing installation follow regulation 45(6) of the CEA (Measures relating to Safety and Electric Supply) Regulations, 2023. See the CEIG approval guide.
  • Electrical Safety Officer. Regulation 5(3) requires a factory with more than 250 kW connected load to designate one.
  • Fire design for the yard. Oil-filled transformers need containment and clearances, and your fire officer will review them. See Fire NOC assistance.
  • Cluster option. Punjab's Regulation 25 lets a group of HT or EHT consumers who are associate or subsidiary companies, or firms with common owners, on contiguous premises, with total contract demand above 5,000 kVA, jointly install a 33 kV or higher cluster substation owned and maintained by them.

Do you need it, or can you stay at 11 kV?

Run the numbers on forecast demand, not today's. A factory at 4,000 kVA planning to reach 6,000 kVA in three years will cross the Punjab 11 kV ceiling; building a 33 kV yard once may cost less than building an 11 kV scheme and then redoing it. Conversely, a factory that can bring demand down with power-factor correction, load scheduling or solar and stay under the ceiling avoids the yard altogether. The factory electrical capacity calculator converts connected load and demand factor into a first estimate of contract demand, and our note on LT versus HT connection covers the step below this one.

How Secured Engineers helps

We design HT and EHT electrical infrastructure in-house and prepare CEIG and DISCOM filings in-house, so the single-line diagram, the DISCOM application and the inspection file agree. HT and LT electrical work, solar and the rest of the MEPF scope can be delivered under one contract from our Noida (Delhi NCR) and Ludhiana offices. The company has delivered 535+ projects across 18+ states, with 89.77% repeat clients. We also review another designer's single-line diagram and the DISCOM's estimate before you order equipment.

See the electrical infrastructure page, then send your load list, single-line diagram and any DISCOM correspondence on WhatsApp, call +91 70099 85817, or ask for a free proposal that starts with a file review.

Frequently asked

At what load does a factory need 33 kV?

It depends on the state supply code. In Punjab's 2024 code, 11 kV serves large industry up to 5,000 kVA and 33/66 kV applies above that, up to 20 MVA. Haryana's code places 33 kV above 2,000 kVA and up to 25,000 kVA. Check your state's code, because bands are amended and the DISCOM decides the final voltage.

Who pays for the 33 kV line and bay?

Under Punjab's 2024 code, an applicant with a specified voltage of 33/66 kV pays for the individual service line from the feeding substation and the bay there, on the commission's standard cost data, with a proportionate share if fed from an in-between substation. Haryana's code makes the consumer bear cost differences. These are DISCOM charges, separate from the factory's own substation.

Can a factory be given 11 kV even if its demand exceeds the threshold?

Sometimes. Punjab's code allows supply at a lower voltage than specified where the higher voltage cannot be released, subject to technical feasibility and a surcharge. Haryana's code lets loads of 5 to 8 MVA be served on an 11 kV feeder where 33 kV is unavailable, with the consumer bearing the cost difference.

How long does a 33 kV connection take?

The DISCOM's time limits, set in the supply code, run from a complete application and compliance with the demand notice, so they are not a programme. The factory's own substation design, equipment delivery, testing and Electrical Inspector approval often decide the date. Start those alongside the DISCOM application.

Can neighbouring factories share a 33 kV substation?

In Punjab, Regulation 25 allows associate or subsidiary companies, or firms with common owners, on contiguous premises with total contract demand above 5,000 kVA to install a cluster substation jointly. Other states have their own rules, and unrelated neighbours are not covered by that clause.
