CEIG Approval in Uttar Pradesh: Electrical Safety Directorate Process

31 October 2026 · 5 min read · by

Title card reading CEIG Approval in Uttar Pradesh: Electrical Safety Directorate Process

CEIG approval in Uttar Pradesh is given by the Directorate of Electrical Safety, Vidyut Suraksha Nideshalay, under the Department of Energy, with its head office at Vibhuti Khand-2, Gomti Nagar, Lucknow. For a factory the order is DISCOM sanction, drawing approval, installation and testing, inspection and energisation. Industrial NOCs are applied for through the Nivesh Mitra single-window portal.

Which office handles electrical approvals in Uttar Pradesh?

The Directorate of Electrical Safety is the state's electrical inspectorate. Certificates and permits are issued by the Electrical Inspector to Government, Uttar Pradesh. The Electricity Act, 2003 provides for Electrical Inspectors under Section 162, and the technical safety requirements follow the Central Electricity Authority regulations, published at cea.nic.in. The directorate publishes at vidyutsuraksha.org, and its online application portal carries downloadable forms and an NOC-status page.

When we checked on 10 October 2026, industrial NOCs, both initial and periodical inspection under Regulation 32, were applied for through Nivesh Mitra, while the directorate's own site carried commercial NOCs, periodical inspection, solar and lift NOCs and licences. Confirm which channel applies to your installation before you file.

What is the step-by-step order for a factory?

What does the estate authority add?

The inspectorate file is a state matter, but your plot sits under NOIDA, GNIDA, YEIDA or UPSIDA, each with its own building sanction, completion process and queue. None of these changes the electrical approval, but all of them share your programme. Teams that run the estate authority and the directorate in series discover the second queue only after the first closes. Run them in parallel from the start. Cross the boundary west into Delhi or Haryana and the inspectorate, the DISCOM and the portal all change, so a schedule built on a Noida project does not transfer to a site elsewhere in the NCR without checking each counterparty again.

What about fees and timelines?

The directorate lists an inspection and trial fee page, but we could not read the amounts, so none are stated here. We also did not find a statutory inspection timeline on the pages we read. If your project needs a date, ask the directorate whether a citizen-charter or time-limit notification applies, and plan with float until you have it in writing. Confirm anything marked here as unverified with the inspectorate.

Does rooftop solar need CEIG approval in Uttar Pradesh?

Where the plant interfaces at high tension or otherwise falls within the directorate's scope, yes, and the file runs alongside the net-metering application rather than behind it. Whether a specific rooftop plant is in scope depends on voltage and current thresholds, so settle this at design stage. Solar files most often stall on capacity: proposing more than the permitted share of sanctioned load or more than transformer headroom bounces feasibility.

Which documents should be ready before you file?

The exact list is the inspectorate's to set, so ask for the current checklist. In practice the file is built from the same core documents in every state, and having them consistent with each other is what avoids a query round.

  • The DISCOM sanction letter and the load schedule, so the approved load and the drawings agree.
  • The single-line diagram with transformer rating, breaker and relay ratings, settings and cable sizes.
  • The substation and DG layout with clearances, plus the earthing layout and pit locations.
  • The licence details of the electrical contractor and the supervisor in charge.
  • Test records as work proceeds: insulation resistance, earth resistance, transformer and relay tests.
  • As-built drawings, so the inspected installation matches the approved one.

How does CEIG relate to Fire NOC, DG sets and solar?

A factory usually has three approvals running together: the electrical inspectorate, the fire authority and the DISCOM. They are separate files with separate officers, but the drawings overlap. The fire scheme depends on the electrical load for pump power and emergency supply, a DG set must be synchronised and interlocked with the incoming supply, and a solar plant adds a second source that the protection scheme must account for. If these designs are made by different people, the first query usually comes from an inconsistency between them. Prepare one coordinated electrical design and use it for all three filings. Our guide to what the inspectorate checks on DG sets covers the integration scrutiny.

What stalls an Uttar Pradesh file?

  • A single-line diagram with no protection ratings or settings.
  • Earthing shown as a note, not as a designed grid with measured values.
  • Drawings that do not match the sanctioned load.
  • A site that has moved past its approved drawings, since inspection is against what is installed.

Use the CEIG readiness calculator before filing, and read the Uttar Pradesh CEIG page for the authority table.

How Secured Engineers helps

In Uttar Pradesh the company prepares and files the drawing submission, carries queries with the directorate, keeps test records inspection-ready and sequences the PVVNL interface alongside the estate authority; it has delivered fire, ELV and electrical work in the state. Design is done in-house, and approvals such as Fire NOC, CEIG and DISCOM net-metering are filed in-house. Mechanical, electrical, plumbing, fire and solar work can sit under one contract. The company works from offices in Noida and Ludhiana and reports 535+ projects across 18+ states and an 89.77% repeat-client rate.

Frequently asked

Who gives CEIG approval in Uttar Pradesh?

The Directorate of Electrical Safety, Vidyut Suraksha Nideshalay, under the Department of Energy. Its head office is at Vibhuti Khand-2, Gomti Nagar, Lucknow, and certificates and permits are issued by the Electrical Inspector to Government, Uttar Pradesh.

Can I apply for CEIG approval online in Uttar Pradesh?

Yes. Industrial NOCs were applied for through Nivesh Mitra when we checked on 10 October 2026, and the directorate runs its own online portal with downloadable forms. Confirm which channel applies to your installation before filing, since systems are revised.

Which DISCOM serves Noida, Greater Noida and Ghaziabad?

PVVNL serves the western Uttar Pradesh belt including Noida, Ghaziabad and Meerut, with NPCL supplying parts of Greater Noida. The inspectorate process is statewide, but the sanction and energisation counterparty depends on your location.

Does a NOIDA, GNIDA or YEIDA plot follow a different CEIG process?

The electrical approval runs through the state directorate whatever the plot authority. What changes is the coordination: each authority has its own building sanction and completion process, and these share your programme without changing the inspectorate file.

What does CEIG approval cost in Uttar Pradesh?

The directorate lists an inspection and trial fee, but we could not read the amounts, and fees are revised by the state. Confirm the current schedule with the directorate instead of budgeting from a third-party figure, and ask whether any inspection time limit applies.
