Hiring an MEP Contractor for a Gujarat Industrial Estate: GIDC, DISCOM, CEIG and Fire NOC

22 October 2026 · 5 min read · by

Title card reading 'MEP contractor for a Gujarat industrial estate' with GIDC, DISCOM, CEIG and Fire NOC listed under the heading.

On a Gujarat industrial estate, an MEP contractor works between five authorities: GIDC for the plot and estate infrastructure, the DISCOM for power, the Electrical Inspector for installations above the notified limits, the fire authority under the 2013 Act, and the pollution board for consents. Appoint a contractor who names who files each approval, not one who simply quotes a price for the drawings.

Who controls what on the estate?

GIDC says it has established 239 industrial estates and acts as the state's nodal agency for industrial infrastructure. Plot allotment, estate services and the online application processes run through its portal. GIDC does not supply your electricity, and a good contractor will not treat the estate office as the approving body for building services. The table separates the roles.

AuthorityWhat it controls for an MEP scopeWhat the contractor should confirm
GIDCPlot, estate road and services, allotment conditions, estate water and drainage arrangementsWater and drainage connection points and charges; any estate rules on building services
DISCOM (UGVCL, MGVCL, DGVCL, PGVCL, or Torrent Power in its areas)New or enhanced connection, feasibility, metering, HT interconnectionSanctioned load, voltage, transformer arrangement, who applies and who pays the deposit
Electrical Inspector (state)Approval before energising installations above the notified voltage or capacity, and periodic inspectionThe notified threshold, forms and the licensed contractor and supervisor needed
Fire authority (Regional or Chief Fire Officer)Fire safety scheme and fire safety certificate under the 2013 ActWhether the building is in the schedule, who the enrolled Fire Safety Officer is, and who files
Gujarat Pollution Control BoardConsent to establish and operate, with conditions on effluent and emissionsWhether the water, STP or ETP design matches the consent
Factory inspectorate (DISH)Plan approval and factory licence; the Occupational Safety, Health and Working Conditions Code took effect on 21 November 2025, so confirm which forms the office appliesWhich forms the office applies today; our note on factory licence and DISH approval shows how other states build this file

What is different about the DISCOM?

Gujarat's four GUVNL distribution companies serve different regions, and Torrent Power is licensed in parts of Ahmedabad, Gandhinagar and Surat, so two plots 100 km apart can face different forms and timelines for the same load. The practical step is to apply early for the connection feasibility. The DISCOM checks transformer and feeder loading, and an HT service may need a dedicated feeder or a new substation. Fix the electrical design only after the licensee's feasibility is in writing. If you also plan solar, note that the state's net-metering regulation requires the Chief Electrical Inspector's approval of the single-line, earthing and wiring diagrams as part of the rooftop application; read our solar for factories page for how that sits beside the MEP design.

Which electrical approval does the site need?

The CEA's 2023 safety regulations require approval of the Electrical Inspector before energising an installation above the notified voltage or capacity, whether it is new, has been disconnected from supply for more than six months, or has been modified. The state notifies the thresholds; HT installations are normally inside them. The documents the inspector asks for include a completion certificate, an updated single-line diagram and earthing layout, an equipment list, manufacturer and pre-commissioning test reports and the contractor's licence. Plan these into the programme, because energisation waits for them. Our page on CEIG approval for factories explains the file.

How does Gujarat's fire regime differ?

Fire clearance in Gujarat sits under the Gujarat Fire Prevention and Life Safety Measures Act, 2013, which defines the required measures by reference to the building rules and the National Building Code. It works through a fire safety certificate from the Regional Fire Officer or Chief Fire Officer and through enrolled Fire Safety Officers. We could not read the gazetted rules and regulations under the Act directly, so check the exact schedule, forms, timelines and renewal periods with the fire office before you commit to a programme. The contractor's fire design must match the certificate it will be tested against; see our fire NOC assistance page.

In what order should the work run?

An approvals-first sequence keeps a Gujarat plot out of trouble. Settle the plot conditions with GIDC and the building plan first. Lodge the fire scheme for the covered buildings at the plan stage, not after the shed is up. Apply to the DISCOM for feasibility once the load estimate is firm, and freeze the electrical design only when the feasibility is in writing. Install, test, and then apply for the inspector's approval with the test reports in hand. Energise, and apply for the fire safety certificate and the consent to operate against what has actually been built. If the contractor's programme shows installation finishing before any of these applications has been made, ask why. The consent to establish and operate guide covers the pollution-board end.

What should an out-of-state owner check about the contractor?

  • Site presence. Who is the named project manager, how often are they on site, and where is the supervisor based?
  • Local licences. Electrical contractor and supervisor licences recognised by the state, and the fire and plumbing registrations the work needs.
  • Coastal and Kutch conditions. Salt-laden air and heat typically call for stricter coating, material and equipment selection than an inland site. Ask for the specification, not a general assurance.
  • Supply chain. Where equipment is stocked, how long a failed part takes to arrive, and who holds spares.
  • Scope boundary. A written list of who files each approval and who pays each fee. A turnkey scope that is silent on this will not save time.

Our note on turnkey scope gaps lists where such boundaries usually fail.

How Secured Engineers helps

We design MEPF in-house, file Fire NOC, CEIG and DISCOM net-metering applications in-house, and deliver electrical, HVAC, plumbing, fire fighting and solar under one contract. We work from offices in Noida (Delhi NCR) and Ludhiana, with 535+ projects across 18+ states and 89.77% repeat clients. In Gujarat we have delivered one MEPF package on our project list: the office block at a heavy fabrication facility in Anjar, Kutch, completed in November 2025. There the scope was MEPF only, and statutory approvals and liaison stayed with the client, so this article does not claim a Gujarat approvals record. For Gujarat plots we mobilise from Noida and Ludhiana.

The most useful thing before you appoint anyone is a second look at the paper. Send the drawings and the BOQ, and we will review the scope gaps between trades, the electrical and fire design basis, and the approvals each drawing will be needed for. Start with our MEPF contracting page and the MEPF cost calculator, message us on WhatsApp, call +91 70099 85817, or ask for a free proposal.

Frequently asked

Who supplies electricity on a GIDC estate?

A distribution company, not GIDC. Gujarat's supply is split among four GUVNL companies, UGVCL, MGVCL, DGVCL and PGVCL, by region, with Torrent Power licensed in parts of Ahmedabad, Gandhinagar and Surat. Your electricity bill or the estate office names the licensee for your plot. The licensee's feasibility study decides the connection, so ask for it before you finalise the design.

Does a factory in Gujarat need a fire NOC?

Fire clearance in Gujarat comes under the Gujarat Fire Prevention and Life Safety Measures Act, 2013, through a fire safety certificate issued by the fire authority, with enrolled Fire Safety Officers in the regime. Whether a particular factory is in the notified schedule depends on its occupancy and size. Ask the fire office or have a consultant classify the building against the current schedule.

Do I need the electrical inspector's approval before charging?

Under the CEA safety regulations of 2023, an installation above the notified voltage or capacity needs the inspector's approval before it is energised, and so does a modification to an existing one. Gujarat notifies its own thresholds, so confirm them with the state Electrical Inspector. HT installations typically fall inside. Keep the single-line diagram, earthing layout, equipment list and test reports ready.

Can an out-of-state MEP contractor work in Gujarat?

Yes, but ask how the contractor will staff, supervise and approve the site. Check the electrical licences recognised in Gujarat, the local supervisor, the supply of materials near the estate, and who files each approval. Secured Engineers mobilises from Noida and Ludhiana for Gujarat work and has delivered an MEPF package at Anjar, Kutch, where approvals stayed with the client.

Can Secured Engineers review my BOQ or drawings for a Gujarat plant?

Yes. Send the drawings, the BOQ and any quotations you hold. We check scope gaps between trades, the electrical and fire design basis, and the approvals each document will be needed for. This is a design and BOQ review; it does not replace the fire officer's or the inspector's own review.
