VRF for an Office Building: Sizing, Refrigerant Rules and Lifecycle Cost
VRF suits an office building when its zones run on different schedules, plant room space is short and the building is small to medium. Size it from a zone-by-zone cooling load, not floor area. Check the manufacturer's limits on pipe length and level difference, run the refrigerant charge against the smallest occupied room, treat fresh air separately, and compare lifecycle cost with a chilled-water system rather than first cost.
When does VRF suit an office, and when does a chiller?
VRF modulates refrigerant flow to each indoor unit, so a zone that is empty after six costs little to leave alone. That is the strongest argument for it in an office with tenants, meeting rooms and a floor that works late. A chilled-water plant makes more sense where the load is large and continuous, where the building needs plant-level redundancy, or where humidity control and heavy fresh air treatment dominate. The two are compared in more detail in our guides to VRF versus chiller and VRF, chiller and ductable systems in north India.
| Factor | VRF | Chilled water with AHUs or fan-coil units |
|---|---|---|
| Zone control | Each indoor unit modulates; individual billing is simple | Control by valves and air handlers; billing needs heat meters |
| Plant space | Outdoor units on roof or terrace; no plant room | Chiller room, pump room, cooling tower |
| Refrigerant in occupied space | Refrigerant piped to rooms; charge and room-volume check needed | Water in occupied space; refrigerant stays in the plant room |
| Fresh air and humidity | Separate treated fresh-air unit needed | Handled in central air handlers |
| Redundancy | Several outdoor units; a unit failure takes out its group | Standby chiller and pumps are straightforward |
| Hot weather | Outdoor-unit capacity falls as ambient rises; check the rated range | Water-cooled plants depend on the wet-bulb; air-cooled on the dry-bulb |
| Service life and upkeep | Many compressors and joints; leak management matters | Fewer, larger machines; longer maintenance intervals |
These are tendencies, not rules. Test your own case in the VRF and chiller lifecycle cost calculator before you decide.
How do you size a VRF system?
- Zone loads. Calculate the cooling load room by room from people, lighting, equipment, glass and wall gain, and infiltration. West and south glass and top-floor roofs drive the peaks; our note on glass facades and HVAC load shows how much.
- Diversity. Zones do not all peak together. Apply a diversity you can defend when you choose the outdoor unit capacity for a group of indoor units, within the manufacturer's allowed connection range for that outdoor unit.
- Design ambient. Use the outdoor condition for your city, not a generic one. Hot-dry cities such as those in north and west India and warm-humid coastal cities stress a system differently: the first loads the compressor at high ambient, the second adds latent load and corrosion. Our guide to HVAC design for 50 degree summers covers the first case. At coastal sites ask for corrosion protection on coils and casings.
- Derating. Read the capacity of the selected unit at your ambient and piping length from the manufacturer's tables; nameplate tonnage overstates what you get on a hot afternoon.
The AC tonnage calculator gives a first-pass figure to sense-check a bidder's selection. Fresh air is separate: VRF indoor units recirculate room air, so size a dedicated fresh-air system, with energy recovery where it pays.
What piping limits must the design respect?
Piping limits are specific to the manufacturer and model, so we give no figures here. Ask every bidder to submit a refrigerant piping layout with each limit checked against the engineering data book:
- Total refrigerant piping length, and the equivalent length to the farthest indoor unit.
- Level difference between outdoor and indoor units, and between indoor units.
- Branch and header selection and the pipe diameter at each section.
- Capacity correction for pipe length and level difference.
- Oil return arrangements and trap rules on vertical risers.
- Refrigerant charge for the whole system.
Installation quality matters as much as design: brazing under nitrogen, a pressure test and a vacuum and dehydration record for each circuit, insulation continuity, and condensate drains laid to fall. Make the records part of the handover file. Our page on VRF and VRV systems sets out the scope.
What do the refrigerant rules mean for the design?
India is phasing down hydrofluorocarbons under the Kigali Amendment. A Ministry of Environment, Forest and Climate Change memorandum of 1 April 2026 states the schedule: a baseline from the 2024 to 2026 average, a freeze from 1 January 2028, and reductions of 10 percent by 2032, 20 percent by 2037, 30 percent by 2042 and 85 percent by 2047, to be implemented by amending the Ozone Depleting Substances (Regulation and Control) Rules. For a VRF buyer the practical effect is on the refrigerant that equipment is designed for over its life: ask the bidder which refrigerant the model uses, its flammability class, and what the service plan is as supplies tighten.
Refrigerant safety is a design check, not a footnote. Each VRF circuit carries a large charge that can leak into the smallest room it serves, and lower-flammability refrigerants add a safety classification that changes the limits. Require the designer to check the total charge against the smallest occupied room volume using the safety standard the manufacturer designs to, to provide leak detection and ventilation where the check demands it, and to document it. Our note on A2L refrigerants and plant-room safety explains the classification.
How do efficiency and lifecycle cost compare?
The BEE's Energy Conservation and Sustainable Building Code 2024 (ECSBC) sets minimum efficiency for air-cooled VRF by cooling capacity, using ISEER: 5.4 below 40 kWr, 5.5 from 40 to below 70 kWr and 5.6 at 70 kWr and above for ECSBC buildings, rising to 6.4, 6.5 and 6.6 for ECSBC Plus and 7.4, 7.5 and 7.6 for Super ECSBC. The code notes that ISEER and EER are calculated as per IS 18728:2024. ECSBC applies to commercial and office buildings with a connected load of 100 kW or more or a contract demand of 120 kVA or more, and whether it binds your project depends on adoption by your state or local authority, but its numbers are a fair yardstick for any office tender.
First cost is a small part of the comparison. Add the following over the building's planning horizon:
- Energy at your occupancy schedule, including the fresh-air system and the standby draw of idle indoor units.
- Maintenance, filter cleaning, coil washing and leak testing.
- Refrigerant top-up, repair and eventual recovery.
- Replacement cycles of compressors and boards, compared with a central plant's.
- Electrical cost: breaker, cable and DG capacity for the outdoor units, and the power factor.
Run those lines for both options in the lifecycle calculator with your own tariff and hours, and ask each bidder to declare ISEER by model and the test standard used.

Frequently asked
What size VRF system does an office building need?
It comes from a zone-by-zone cooling load, not a rule of thumb per square foot. Calculate each room's load from people, lighting, equipment, glass and roof gain, apply a defensible diversity to groups of indoor units, then select outdoor units within the manufacturer's connection range, derated for your design ambient and piping length. Size fresh-air treatment separately.
How long can VRF refrigerant pipes be?
It depends on the manufacturer and model, so there is no general figure. Each has limits on total piping length, the equivalent length to the farthest indoor unit, and the level difference between outdoor and indoor units and between indoor units, with capacity corrections beyond certain lengths. Ask the bidder to submit a layout that checks every limit against the engineering data book.
Is VRF safe in an office with a large refrigerant charge?
It can be, if the design checks the total charge against the smallest occupied room, provides leak detection and ventilation where that check requires, and follows the safety standard the manufacturer designs to. Lower-flammability refrigerants add a safety classification that tightens the limits. Make the check a documented design deliverable and require it in the tender.
Does VRF provide fresh air to an office?
No. VRF indoor units recirculate room air, so fresh air needs a dedicated system, sized per the National Building Code, with energy recovery where it pays. The fresh-air load is a large part of the cooling load in India's humid cities, so include it in the capacity and cost comparison rather than treating it as an extra.
Is VRF cheaper than a chiller over its life?
Not always. VRF often costs less up front and saves plant room space, and it does well with varied zone schedules. A chilled-water plant can win on lifecycle cost in large or continuous loads, where long life and efficiency at scale count. Compare first cost, energy, maintenance, refrigerant and replacement for your building in a lifecycle calculation.
